RecoveryEOC™ is a Document Management and Asset Resource Management (ARM) module. RecoveryEOC streamlines response and recovery processing; including assets, resources, inventory, and cost along with supporting documentation. This process creates a local and regional resilience network which drastically improves response time, provides timely information sharing, eliminates data entry redundancy, duplication of effort, reduces human error, prevents fraud, and increases overall recovery efficiency. RecoveryEOC™ provides 24/7 secure access to all information and automates the following:

  • Links Damage Assessment to Recovery

  • Maintains pre-disaster asset status with damage assessment information

  • Interfaces with clients existing programs to prevent duplication of data entry.

  • Streamlines preparation and submittal of FEMA recovery Project Worksheets, (PW’s) for all categories - (A-G) with submittals.

  • Includes TRKR™ module: CAT A- Debris Removal, data reconciliation and submittals.

  • Provides easy access and review required for audits and project closeout

BoltEOC™ is a module that maintains assets, resources, and inventories (equipment, staff, contractors/vendors, etc.) with Federal and insurance disaster claims required information including: 

  • Contractors - contracts, solicitations, quotes and rates 

  • Labor- labor rates, time sheets, payroll ledgers, payroll policies 

  • Assets - roads, bridges, parks, buildings, utilities, etc. 

  • Accurate, real time GPS data capture, territory/asset  specific grid location overlays

  • Maintenance records, blueprints, insurance policies, asset status and condition, replacement/insured values.

  • Equipment- vehicles, owner/operator, fuel logs, mileage, and maintenance records

Our BoltEOC™ module enables production of a variety of client-specific reports with status, condition, and financial values that may be used for audits, budget analysis, inventory review, and warranty inspections.

BoltEOC™ Damage Assessment (DA) interface allows selection of items from the asset database to rapidly develop initial estimates of damages to infrastructure and regional or site-specific assets. Data can be populated during a disaster for damaged assets and built upon and stored. XACT Recovery™   stores documentation required to support damage assessments.  The system auto-populates FEMA damage assessment forms and automatically attaches available supporting documentation, including pre-disaster asset status information, for validation of damages.  XACT Recovery™   may be easily tailored to fit client-specific forms or insurance forms.  

BoltEOC™ Incident Management (IM) interface allows users to import incident/event information for Response and Recovery processing including assets, resources, inventory, and costing along with supporting documentation. 

BoltEOC™ allows the user to easily access:

  • Estimated damage costing

The fundamental focus of the Incident Management is resource sharing, notification/request resource tracking, including donated items, mutual aid, and Response Cost tracking. Bar code scanning ability enables accurate mobilization, location monitoring, demobilization, and accumulation of incident cost for any asset, equipment, or resource.  Resource use and cost are supported with incident-specific information attachments including: 

  • Photos 

  • Field logs 

  • Maintenance notes 

  • GPS data 

BoltEOC™ supports client billing, claims, and agency audits and includes an Incident Management mobile application that can collect, process, and store data offline for later upload.

  • Tracks, streamlines and maintains all documents and information for Leaners, hangers and Stumps removal operations; maintains all data and records per FEMA requirements and populates the FEMA Debris removal Project worksheet templates. 

  • Tracks Truck & Equipment certifications. 

  • Tracks Monitor sign and out and tracking locations, time and date.

  • Tracks Debris removal -Automates Right of Way (load tickets)

  • Tracks and automates Leaner Hanger tickets 

  • Tracks, automates and links all Photos 

  • Automates ticket ledgers, quantities with all ticket information.  

  • Tracks and automates DMS operations and photos. 

  • Disposal – Tracks disposal tickets and reconciles with Loads hauled to disposal facility. 

  • Reporting module provides damage assessment status and disaster financial costing reports and will aid States with the Single FEMA audit Act tracking for applicant grants audits for FEMA funded projects over $500,000.
