Debris Management Planning

Disasters create a wide variety of contaminated and non-contaminated debris that can wreak havoc on the mobilization of emergency support, police and utility restoration crews.

Our Debris Management Plan will establish recommended policies to guide local government actions for debris management and define a Concept of Operations to be utilized citywide to prepare for debris management operations and implement those operations whenever necessary.

Natural or man-made disaster events precipitate a variety of debris that include, but are not limited to, vegetative and C/D debris, trees, sand, gravel, appliances, vehicles, boats, personal property, and hazardous materials.

Debris clearance, removal and disposal is a critical and the speed at which the disaster debris is managed/removed will govern how quickly the local area recovers. Disaster generated debris brings not only health and safety hazards but also has a direct effect on the morale of the population.

Our Debris management planning enables communities to bring normalcy as quickly and as safely as possible and perform debris removal operations per FEMA /Federal disaster requirements which includes stringent DOCUMENTATION.

DP&O’s Debris Management Plan, (DMP), establishes the following:

  • Policies controlling local government actions for debris management

  • Concept of operations that will be utilized as a basis to prepare for debris management

  • operations.

  • Compliance per State and Federal regulations guidance for removal and debris disposal

  • Defines responsibilities for debris management operations, and plan implementation

The fundamental objectives of our training strategy are to increase knowledge and awareness, improve comprehensive planning, incorporate best management practices and ensure effective emergency preparedness.

Our expertise spans emergency management, logistics, incident command and control, information management, training and exercises. Our Team solves the challenges faced in providing effective training for NIMS and for national disaster management.

We combine training and exercise evaluation skills from the Department of Defense along with state-of-the-art visual/media presentations. Our training program directors and instructors are retired emergency directors, state recovery professionals and FEMA HQ Catastrophic Planning specialists. We have phenomenal hands-on experience in disaster management and are certified in various training curricula, both classroom and in-field training.

DP&O’s Training is provided through:

  • A structured training program at the individual, operational team or collective level

  • is scalable, programmatically and philosophically consistent.

  • several formats including seminars, tabletop exercises and computer assisted exercises

DP&O’s exercise program strategy utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) methodology, a Target Capabilities List (TCL), a Universal Task List (UTL), the U.S. National Response Plan (NRP), and the U.S. National Incident Management System (NIMS) to ensure that all critical and essential mission objectives are addressed.
